I took the 1 week ICC trial mostly for Pete Tamburro's lectures, but only the most recent three are there. I found the rest were (free) on eDonkey. $49/year isn't bad, but I already get the same for nothing, so it's hard to justify spending any money.
For play I use FICS. It's free, and finding G/15 or G/25 opponents is easy at the 1500-1900 level. I've encountered one cheater and one rude player, but if you restrict yourself to playing only established players even that becomes rare. The online help is great.
In your view, does ICC provide any extra services or do anything better, or is ICC is simply the first server you tried after disappointments like Yahoo! Chess?
