New rate at ICC?

Worth it or not?. Will it lose members or not? I think the allowed five years at lower rate will cancel any losses. It did for me. I think 209 for five years is a steal.
I think no play for non member is a mistake myself. It may cost more than it saves?

I took the 1 week ICC trial mostly for Pete Tamburro's lectures, but
only the most recent three are there. I found the rest were (free) on
eDonkey. $49/year isn't bad, but I already get the same for nothing, so
it's hard to justify spending any money.

For play I use FICS. It's free, and finding G/15 or G/25 opponents is
easy at the 1500-1900 level. I've encountered one cheater and one rude
player, but if you restrict yourself to playing only established
players even that becomes rare. The online help is great.

In your view, does ICC provide any extra services or do anything
better, or is ICC is simply the first server you tried after
disappointments like Yahoo! Chess?

Better servers
Blitzin far superior to fics clients
More players
More tourneys
More world coverage
Chessfm
More titled players
Backup servers
and more I can't name off top of head.

It's the best I have found for online play.
I don't think they have raised their rates in about 10 years.
System and software works great 99% of the time.

I'm trying to give an unbias veiw.  I don't have all that much
experience with the playchess server.  Maybe others can provide more
information.

I've also never had any trouble finding opponents at FICS, though I
usually play blitz there.  Good to know that it's easy to get longer
games, too.

Yes, I've had almost no problems on FICS with rudeness.  There've been
a couple of people I've added to my noplay list for being abusive
after a game but they're very much in the minority.

Kibitzing on relayed games seems to be reasonably relevant and has
some good chess content.  The same, alas, cannot be said of ICC.
Every time I've watched a game on ICC, I've had to turn off kibitzing
from all but titled players because most of the other people seem to
be using it as an inane general chat room.  At least there are titled
players there, though: there are very few on FICS.

Hrm...  It's often pretty out of date and quite a few of the newer
features don't seem to be covered.  What is there is excellent,
though.
